Mr. Ali Al-Yabes is the Saudi Deputy Minister of Finance for Budgetary Affairs and he oversees the design and implementation of the Kingdom's general budget to ensure the achievement of fiscal policy objectives and increase the efficiency of spending, thereby enhancing the follow-up of budget performance and implementation, as well as the development of budgetary policies and legislation in line with fiscal policies to achieve strategic fiscal objectives. 

Mr. Al-Yabes has extensive experience in the financial sector, holding several positions in the Ministry of Finance, most notably the Assistant Deputy Minister for Budget Evaluation and Execution. Director-General of Budget Planning and Implementation of Economic Resources and the Realization of Vision 2030, as well as Director-General of Budget Planning and Implementation for Military and Security Sectors, He also held a number of positions at BAE Systems Saudi Arabia, the most important of which was the Chief Financial Officer and Financial Manager. He also worked in charge of credit risks at the Albilad bank.​

Mr. Al-Yabes holds a master's degree in business administration from Willamette University and a bachelor's degree in computer science from Portland State University in the United States.
