The Ministry of Finance held a workshop on Monday, November 17, 2017, to discuss the key features of the new Government Tenders and Procurement Law, in the presence of a number of economists, media professionals and interested people either in traditional media or digital media
At the beginning of the workshop, Mr. Yarab bin Abdullah Al-Thunayan, Undersecretary of the Ministry for Communication and Information, delivered a speech in which he welcomes the attendees, stressing that the workshop is part of the communication efforts aimed at building a fruitful relationship between the Ministry, interested specialists and media for further cooperation and consultation, in order to know about the Ministry's activities as the Ministry is willing that they can share their advice and views for greater interaction and transparency.
For his part, Dr. Salem Al Mutawa, Advisor to the General Department of Legal Affairs, explained, through his presentation about the draft, that the Ministry is seeking through Government Tenders and Procurement Law to regulate procedures related to government procurement to be according to the best practices, when they are contracting, advisory and non-advisory services, and should be implemented at fair competitive prices, that enhance the integrity and competition.
He pointed out that the Government Tenders and Procurement Law is the basis of modern development concepts that meet the needs of the concerned public and private sectors, in line with achieving the objectives of the Kingdom 2030 vision.
Dr. Al Mutawa said: on the performance of the contractor "The draft law to enable the formulation of contracts depending on the level of performance of the contractor, and the establishment of the concept of evaluating the performance of the contractor.
He also stresses that the draft law guarantees the rights of the two parties, especially the contractor and the agent, giving the contractor the right to appeal against the decisions of the assignment and the right to request compensation from the delay in the disbursement.
The workshop participants then started brainstorming about the first draft of the Government Tenders and Procurement Law, as they are presenting some suggestions and ideas, that could be valuable and which add important modifications to the draft which will be taken into consideration.
